I think the point is that there's a distinction between refugees and illegal immigrants. Countries accept a quota of refugees they do not accept a quote of illegal immigrants. In fact its an oxymoron; if the country accepts them then they are simply immigrants... NOT illegal immigrants.

Not that it surprises me that we're just terming all (or rather, all Middle Eastern / African) migrants, refugees or otherwise, as "illegal immigrants". I'm sure there are many who would LOVE for all immigration from... Undesirable nations... to be "illegal".
