Perhaps what they mean is, they won't take economic migrants.
. But that seems unlikely. So I suppose what they must mean is, they won't accept economic migrants
from certain places, which doesn't sound very pleasant, so they're choosing to dress it up as "not accepting illegals", knowing that people will know exactly what they mean.
