The chances are that it’s just a concerned passer by but there’s always that tiny chance its not so i’d probably go and see that everthing was ok and maybe find a security guard or maybe a cop.
If i found an unaccompanied kid crying i would probably tell a woman nearby to wait with them while i got someone or take them into a nearby shop.
Alot of men would think twice about helping tbh due to people’s perceptions.
