Depends on what he says or does , not everyone is a kidnapper or predator .

These situations can be misunderstood and it could just be an adult asking a kid if he/ she's ok , but on the otherhand what if it's something sinister . I'd say be alert and if the stranger is trying to either lure the kid away or something then that's when you'd worry and let other people know.
