He made the jokes last year before he began dating her and he also has joked about 9/11 before despite his father dying in it.
If he was mocking the victims in the humour I'd find it tasteless but as it is he hasn't.
People only bringing it up now or only taking offence now just because he's dating Grande now is rather sad imo.
