Police apparently saying they don’t think these two were targets.
So three guesses for me would be either -

.They’ve picked up something still contaminated from the original incident.

.They were somehow involved and had some left over.

.Some unsavoury characters like Russian mafia had this stuff and supplied them with contaminated smack.
