I think he is ok.... but yes he is overrated
I think in this political correctness climate people automatically support him because of what he "represents", a gender fluid cross dresser. Having good one-liners also helps build his support.
However, I do agree with others that their are double standards with regard to comments and action. For example, when he ogled the men oiling themselves in the garden (sun tan lotion) the general public reaction is of humour and it is perceived as light fun. However, if he was a straight man ogling women, he would be condemned as a male chauvinist pig and fans would demand for him to be voted out the show
