I'd go with a place in northern France called Montreuil-sur-mer.I went there about 8 years ago for a school day trip as a way to test out our French.It was just a very poor day, weather was nice but I just found the place a smelly mess really.
To top it off we came across quite a few horrible people, some lunatic came up to us and started swearing and making rude comments to our female teacher,we went in some shop where most people got short changed and others got taken away into some room to be searched as they believe they were stealing, most of the people they searched were the most well behaved people in my year  .
We were meant to stay longer but everyone hated the place so we all went home early.The place may have changed now but it was awful when I went there.

Northern France is always clousy and rainy, nothing entertaining. Even cows don't want to live there. It's so green and desperate.
Actually the worse place I visited is a little village in Italy, really poor and dead. That was so ugly and awful, like nobody lives there for 100 years.
