This is a general problem that has developed over the years on BB. Obviously the lack of live coverage doesn't help, but far too much emphasis is put on stupid tasks and idiotic twists than actually allowing people to get to know the people in there.

I don't think Big Brother thinks it has an obligation to housemates. The only obligation is to get higher ratings.
Thus, show like Big Brother and I'm a Celebrity ending up focusing too much on a small number of contestants.
Also the Edit can influence the general public a lot. Big Brother could have easily edited the show so that Lewis F is hardly shown and viewers would say that Lewis F is a boring housemate that does nothing. This isn't the case, it is all down to the edit
