In general I like the Nations League idea because I think friendly football matches are pointless.
There's a slightly weird twist though where one team from each of the four leagues will qualify for Euro 2020, which could result in a minnow team qualifying, or a team (maybe) trying to get relegated to a lower league to make qualification for the next Euros easier.

I realise now the Nations League overall rankings decide the seeding for the main Euro 2020 qualifying draw, which solves the highlighted bit above.
Germany will be in Pot 2 for the draw now.
