PS1 emulation has been working near-flawlessly for 5+ years (I actually remember playing FF8 on an emulator when I was in University halls... which was 12 years ago ).

PS2 emulation is still hit-and-miss and currently needs a high-end gaming PC (so will almost certainly be beyond the capabilities of the next Playstation console). That's UNLESS they include PS2 hardware of course, if the demand was high enough (and the manufacturing cost low enough) they might. The launch PS3 was backwards compatible with PS2 games, as it had a PS2 processor buried in there somewhere, but it was literally only the first couple of batches manufactured, they removed it after that to reduce manufacturing costs.
