The element that usually has to come into play to make something "terrorism" is there being an attempt to further a political goal... I.e. "I attacked that Muslim because I just hate Muslims" = hate crime, "I attacked that Muslim because I want them and the government to know that they are not welcome here and its time to send them all home" = terrorism.

Tbh the vast majority of "random" race related attacks in the UK these days could be accurately described as terrorism as they generally are intended to send a political message about immigration.
