I think it would depend on the people involved I think 14 is too young but maybe 16 or 17 would be ok.
I know some 16 & 17 year olds that are more mature than 18 year olds. But I think the problem is it would be very difficult for the producers to know this and so is probably best left at 18 and above.
from hearing what past housemates have said about the pressure I think it would be too much for most youngsters to handle
