Skjskjs. Tbh this isn’t just a problem with that elite four. There are multiple gym leaders that use the same Pokemon over and over for example. Like there’s a ghost gym in hgss with only one ghost evolution line
there’s also volkner with her octillery and ambipom in the electric gym
