If your IP address doesn't change it is called a static IP address.

There is little difference between having a static IP address or a dynamic address, accept it is slightly easier to map a static address to a user. What ever address you have can still be traced to you and your computer by the logs your ISP is required by law to keep. These logs also contain people you send email to and who you receive email from. Given the methods by which email is passed around the web your emails are certainly being checked by the government bodies like MI5 or overseas bodies like the CIA. And your ISP probably keeps records of the sites you visit.

Interestingly, telephone companies keep similar records for calls you make and the US secret service can intercept your calls in the UK and pass the information on the UK Government who could then leak the information on to the police. All this can be done without a phone tap order from a court.
