It's education, a parent consents to the education implicitly by sending children to school. You don't have to sign a consent form for children to be taught algebra or Roman history, so you don't have to sign a consent form for sex ed

As for "enticing", I don't think it works like that, but no I wouldn't advocate them "giving out" condoms to everyone as standard... just that they should be
available for people to take freely / discreetly. Like I said the alternative is usually unprotected sex rather than abstaining. Also I'd assume we're talking about 13/14+ year olds here, not young children.
