I think you'll find that filming someone without their knowledge for television purposes, or even non television purposes...
That has nothing remotely to do with standard CCTV on the streets =

Illegal.

It would qualify as stalking minimum.

Common sense is everyone's friend.

Though this reminds me of a reality show in Japan where a man was locked in a room...
And he had to stay in there until he'd won over £1 million worth of prizes through competitions.

Eg. Scratch cards, phone in's etc.

He also had to use the competition money he won in order to pay for his food and water.

He was in there for quite a while, which resulted in him being one of the most popular people in Japan due to him being on television constantly.
