The deliberate under-funding and covert privatisation of the NHS with Tory austerity cuts. I'm not using this tragic incident to make a political point; that is the answer. That is the reason. There aren't enough ambulances because the government is not funding enough ambulances, and ambulance controllers have to prioritise based on what's being reported. If the person is awake and responsive, the ambulance may take hours. If you need an ambulance quickly, emphasise the reason: the person is unconscious, unresponsive, or bleeding heavily. Otherwise you'll wait. Sad, sad situation.
