The flashback idea would've worked better imo if they'd been using it as a B-Plot throughout the season, the whole arc feels a little rushed imo because Chibnall thought that it was a better idea to do a load of historical and environmental episodes instead. So not a lot of time has been dedicated to the Cyberman in the present timeline let alone in the flashbacks.
I am liking the actor's performance as the Cyberman though, he can join Jodie Whittaker in actually delivering a more lively performance.
