Its not just about being soft though; that's German efficiency. We don't have quick or interlinked systems, it would be an administrative nightmare (probably an impossibility) to implement salary seizing on that scale. And that's even if admin departments and company payrolls were operating at full capacity which obviously they're not, and can't be without ruini g lockdown .

So at best you're saying "You'll be harshly fined... At some point...!" and the people who are reckless enough to be doing this in the first place, are not thinking that far ahead.
