There is already system in place for fines, maybe just utilise the parking ticket system
Spain and France are also fining so its not just Germany efficiency as Spain is the most ineffective country in the EU with regard to admin, there is also a system in place for fining dog owners for fouling the pavement, I think something can be tweaked, it might only take a few fines for the muppets to finally take notice, hit them in their pocket
