That's kind of like saying that a toddler was raped but someone saying "she was wearing a provocative nappy".
There's no balance.
Unless the woman spat or punched the officer in the face, there is no "police side" of this. If there was, she wouldn't have been left there, they would have beat her up and put her in jail (which is wrong no matter what a person did). The police are not the judge and jury. Their only job is to bring someone safely to the station if they have actually committed a crime to let the courts do their thing.
Even though the courts are corrupt as hell too.
