For abuse? have to disagree. For a bit of rib-poking and ponytail-pulling, yes, but aggressive/vicious verbal attacks... Nah. Never OK no matter what you think of the person. I'd also add, even the gentler "rib-poking" whilst generally fine, I draw the line when it's directed at people with intellectual disabilities and the severely mentally ill. It stops being OK when the target has no way of being "in on the joke", doesn't understand, and can't respond.
