No, but for various sociological reasons it is utilized more by white people than by ethnic minorities. I doubt you'd find many ethnic minorities being harassed or treated badly on a country walk, but it's apparently an environment where many FEEL uncomfortable and out of place. The reasons for that are worth having a look at - it doesn't have to be accusatory
