It never did though, the current system is weighted in the favour of republicans because it inherently gave more power to smaller republican bases.
The popular vote makes every vote equal and truly shows the will of the people, republicans oppose it because they'll never win when they can't gerrymander districts to give republican votes more power. Republicans only tend to win these days due to the delegation system and through gerrymandering.
