It features underage actors twerking their crotches at the camera and one scene of a topless pre-adolescent child.

I'd possibly even agree with you if this was animated or computer generated imagery, but these are scenes featuring actual children, they aren't characters, they aren't props, they aren't vessels for a message, they are actual people who have been used exploitatively without consent in the name of "creating art".

Again, its a step too far.

Also, I don't think the message is that regulatory bodies should shut down Netflix, its a call for Netflix subscribers to do exactly what you're talking about - "vote with their feet" and let Netflix know how they feel by hitting them in the pocket and cancelling their subscription.
