Classic NWO ideology would be that there are "shadowy behind the scenes figures" doing the work and that world leaders up to and including the president are unaware or at least don't know "how deep the rabbit hole goes" when it comes to their machinations. Think "The Smoking Man" in the X-files, if you ever watched that... or "Hydra" in the MCU I suppose.
It makes for some great fiction to be fair but I honestly just don't think the world is complex enough for any of it to be true. It would require a level of secrecy and... well...
