There is a simple message ... people need to social distance ... sure it can be enforced in a public setting, and it has been largely successful, but that's not where the infection is spreading
All that authorities can do is keep ramming home the message about not mixing within the home environment and hope that those currently ignoring it get the message eventually

then you need to change that, no more meetups at people's homes
otherwise fine them even more, or jail sentences for not sticking to the rules
