Again if it had ONLY been identified in the UK then it would be sensible to try to limit it to the UK... but the cat is already out of the bag . It may well not even have originated in London - again, London being the seed point for it in the UK increases the likelihood that it was imported via international travel.
It had to originate somewhere, it's as likely to suppose it was here as anywhere isn't it?

I know there's the idea that foreigners come here and all they contribute is crime, disease and terrorism but thats only if you read the papers.
