But as i've always said , there isn't always consistency with these things, if people want to look through inappropriate behaviour and flashing etc we'll probably be here forever. Bigbrother alone has tons of this type of behaviour.
The key often is persistence; if someone does something thinking it's funny and others say "Stop that, it's making people uncomfortable" and the person says "I'm really sorry, I didn't realise" and never does it again then that should (often) be given a pass, though obviously there's a stronger line where it's not that simple. However if someone is told that something is inappropriate and defends it/continues doing it it becomes a much bigger problem.

It SOUNDS like he apologised and didn't do it again 12+ years ago in which case dragging it up now is a bit sus. Though I don't know the full story so that's just based on what I've gathered here.
