The alarming part is that often it's not even down to what the staff want to do; people have been successfully terrified into not taking action in these situations because they're afraid that they'll be harassed out of their job, or their employer will be harassed into firing them, or that they'll be straight up doxxed online and get personal threats... or even that they'll face legal consequences. Mainly because all of these things have actually happened to people.
