So they basically want to implement sharecropping?
Not only that, but it would take away actual jobs from people, in exchange for benefits?
Eithe give the migrants proper jobs, or make them work the amount of hours their benefits gives them the equivalent of.
Having too many wasters is a problem, but that's not the way to solve it.
