I think fluffy dice are actually a punishable offense these days, because they can obstruct the driver's view. £100 on-the-spot and 3 points on your license quite possibly (though if you get pulled over and are polite and they're feeling generous, they may just explain that it's not allowed and tell you to remove them immediately).
Having anything at all hanging there is technically breaking the highway code. Unlikely to be pulled over for a small air freshener or whatever (but you still technically could be) BUT a couple of big ol' swinging dice on the front windscreen might well be enough to prompt a stop from a traffic cop on a slow day.
