If you don't believe me look at the White House videos since Biden as been the fake President, it was happening right from the start. It never happened with Trump because Trump got far more likes than dislikes.

i think you have it all backward. There is way too much hate on youtube across the board and any action they can take to reduce that, has to be a good thing.
To take your example, if trump posts a video, and 20 seconds later there are 1000 thumbs down, it's trolls doing it. It has no bearing or indication of the items popularity, it's just trolls
