Of course not, but the money spent on employing them to clean the streets could be spent on them improving puplic services.

I hate it when people say that by dropping litter they are helping people out, its like the guilt free card.
Or the "But they are paid for that !" card. Excuse me ? Even if that person is there to clean, it doesn't mean we shouldn't respect this one, there are bins for that, the street is not a place for garbage, bins are.
