Firstly, she's in South America.
Secondly, in Africa most people are Catholic and are told by the pope not to use contraception - hence the high number of children being born.
Furthermore, in Africa the age of consent is still 16-18-21, and so regardless of whether it's societal norms to have many children, she is still breaking the law HAD she been in Africa.
