That ridiculous pepper pig moment proves that.
The silly bumbling act,has made people laugh & they find him funny. Not realising he actually had alot of power and he was very deceitful & Cunning.
I think he loves the fact Truss has made such a spectacular mess of things , maybe this was his plan all along
..so he could work his way back in.
