Sadly he has a point.
I've never agreed with forcing another country to change their laws to suit certain countries, even if I personally disagree with Qatar on this particular law really strongly.
He is also probably trying to come up with a solution that causes less friction, it's why personally FIFA should be having a basic Human rights standards if you want to host the World Cup, Qatar clearly doesn't meet the standard as their culture is very different to a lot of countries.
