Think about TiBB for a much much smaller scale example; if James abandonned it tomorrow but someone continued paying the server fees, it would still be here working exactly as it does now in 5 years time. Not exactly the same with twitter but the same principle. You need devs to update and innovate, you don't need them to keep the lights on.
