Estonia with ''Eesti Laul''
Lithuania with ''Pabandom iš naujo!''
as for Malta, they have their show called ''Malta Eurovision Song Contest - short name MESC'' and in those rules it states, the winner is allowed to change his/her/their song post-nf if they're not happy with the song for ESC
