It's not... emotional cheating is a very specific thing; engaging in a close, intimate relationship with someone up to the point where it's basically a romantic relationship (just without any physical/sexual contact). "Flirting" is much more casual than that. I guess you could argue that it could LEAD to emotional cheating.
Anyway I personally think everyone flirts a lot more than they think they do - it's a major part of a tonne of human communication and a lot of it is subconscious. A tonne of flirting goes on right here on TiBB
. I think a lot of people just wouldn't call it that.
