Anyone who is having regular sex with multiple partners (or has reason not to trust their partner) should be on it, it's extremely effective and has basically no side effects for most people.
HIV isn't the death sentence it once was anyway but when there's a simple drug that can almost 100% mitigate the risk of catching it in the first place, it's mad to not take that precaution.
Again though ... on the thread topic ... it does lead to people being somewhat less inclined to use condoms, and of course, PREP only stops you getting HIV you can still catch any other STI
