Yes but generally it's to make it more palatable to the soft young drinkers... not because it's cheaper to brew it weaker. Brewers tweak their recipes all the time. I did a brewery tour for part of a friend's stag night - it was boring as **** but very informative

I'm sure it was still 5.2% the last time I drank it, which would have been about 2002 when I was 17

. I'm not a beer fan but one of our locals;
1) Let in anyone over about the age of 15 and
2) ALWAYS had Stella on offer. £1.90 a pint. Really unimaginable prices these days. Their most expensive pint was only about £2.60...
