Default Petty whistle-blowing in the workplace

And by that I don’t just mean turning on someone the minute they say something you don’t like and taking one comment they made in a long conversation out of context so that it sounds like they cornered you to impose their issues or opinions onto you (because God forbid any of us would be that petty and immature). Nor do I mean reporting serious breaches of terms and conditions that you’d only probably get in trouble yourself for if H.R. found out you knew and you were sitting on it (not just because you thought it was the right thing to do), but actually going to the effort of reporting someone for arriving 7 minutes late, cutting corners or taking a break without it being authorised. Would you tittle-tattle just because or are you very anti-snitch?
