With shoplifting they'll have a hard time getting a charge to stick unless caught in possession of the stolen items - and from the looks of what they were stealing, that will be long gone (consumed).

tl;dr nothing will happen these people likely have countless shoplifting notches on their record already. There's no room in the jails for petty thieves. If they'd threatened or fought with staff maybe but looks like they walked in and out unchallenged
