From an American perspective, what's wrong with the building of tunnels underneath your home, church, community center, etc? People build shelters to withstand terrorist attacks or severe weather. If there's a mattress and a baby chair jic, is that unreasonable? It's property like anything, to do as we please. The Jewish community has a long history of being targeted. Why is it a surprise they might have secret tunnels in some cases in order to seek shelter?
Where I am, we build up and out, not down because there's no other safe way to go down when the rain comes which is seasonal.
