You could blame the councils or the police too but ultimately all of it has been underresourced and poorly managed from the top down. The current government has responded poorly, the previous government was part of creating the knife edge that allows things like this to happen, but ultimately it's successive govts from all sides going back decades. And various other social factors that could never have been foreseen. I dunno. There's an element of inevitability about all of this - that's the truly scary thing.
I can't really go along with that although I am thinking on what you've presented.
Because as usual you always have points that make me think of look at things again.

However, floods and rain are nature, they're not living beings, with eyes, ears, mouths and supposedly brains
Immaterial of any justified grievances there may be, or even prejudice being the main fuelling agent
People are and should be held responsible for their OWN thinking and their actions.

There's still NEVER in my view any supportive justification for this mindless mob acting on their own agenda and hijacking 3 murders of children as a vehicle for this rioting and criminal damage/actions.
They will I hope pay a very heavy price for this.
By heaven I'd love to be involved in helping prosecute the lot of them and those who support them too.
