The message of being vigilant has been around for at least 30 years, so contrary to the thread title, it is normal, to suggest otherwise is plain wrong. Also, police were on patrol when the IRA were at their height, they were preaching vigilance then and that was 60 years ago

I would say yes in England due to the IRA but only from the 70s, prior to that no, and across Europe were there terror threats, not sure there were
