Speaking for myself.
I am scratching my head at just how anyone can even want this now monstrosity to remain standing.

Had I lost a loved one in that tragedy, the last thing I'd want to see is that building remaining standing.
To me, it's a no brainer.
Tear the horrible thing down.

That's my personal view of course.

Definitely do a memorial but no way should this be left standing and it should be demolished.
For me the wrong decision, would be to NOT demolish it actually.
