Depends on the style and age of the building really, some houses are easy to insulate, others need more specialist/expensive work. Also, "cheap and cheerful" insulation can end up doing more harm than good over time, because if it's not installed properly it can wick dampness in from outside. Happaned in my previous rented house - they had a total cowboy put in loft insulation, he stuffed it in too close round the edges and it was pulling water IN from the gutters into the loft. Then they had the audacity to try to blame us for "condensation" when there was damp round the edges of the upstairs
